***VIPRR has changed their policy and now require each Sailor’s UIC to be registered in VIPRR. Naval Postgraduate School has partnered with Parchment Exchange to process all certificate, diploma, transcript and verification requests for a nominal fee. Tell them your command then schedule your virtual PHA. Quick Reference Instructions Scheduling your virtual PHA can be done in three easy steps: Step 1. Through the system you will also be able to see any past PHA you have created, both certified and uncertified, as well as the certification progress of current assessments.
